The easiest way to work this muscle is by simply flexing it. Squeeze and tighten it, then release. You will notice how weak this muscle is when trying to do a number of these squeezes in a row. You want to do a number of reps and sets or squeezes, or do squeezes for a certain amount of time depending on what ejaculation routine you are following.

It takes some time, but you will notice that your control will become much stronger. The next step is breathing.

Most guys will flex up their muscle, but at the same time their face tenses up and they hold their breath. You need to learn to both flex and breath slowly at the same time. This will sustain the squeeze and allow you to eventually last as long as you desire.
